Yes but they also get discouraged and give up rather easily if that board uses anti-spam measures and especially if there's a volunteer cleaning up their shit. Even if a volunteer isn't around at the time, the users of that board can fight the spam by bumping old threads before they get pushed off the board and/or by contacting a global volunteer on the irc. So yeah, /int/ is 100% cancer but they're not that serious of a threat.
