The culprit is supply and demand.

In the demand curve they fall right next to unemployment because they have no education.

If you want to blame people blame them for willingly applying for those jobs and showing up to work every day.(you can't actually blame them)

If you don't want to blame them, blame their neighbors who will replace them at the drop of a hat (you can't ethically blame them either)

Again supply is way high, and demand for uneducated women is low.

p.s. their local mcdonalds didn't employ them, their local library didn't employ them, IBM and Google didn't offer them a job. Then these sweatshops employ them and provide them with at least some way to support their bastard children and we blame the sweatshops.
