I realize this is a slow board so I hope to get some help. I know nothing about designing clothes, printing designs, basically anything that has to do with how clothes is made.

Recently I found something I'd like to put on a shirt but the resolution is 600x492 and I don't think that's big enough to put on a shirt. So what can I do? I can't get the image In a higher resolution and I have no idea what my other options are. Any help?

not really without seeing the pic, if its really simple you might be able to enlarge it and clean up the lines yourself

What I would do is open the image in Illustrator, stretch it to the size of the intended tshirt graphic, and draw over the lines by manipulating points on shapes.

Update: I finally got the picture in high resolution, now I have to print it onto a shirt.

if anyone here knows about printing designs on shirts should I do it locally or online?

You probably want screenprinted shirts. Digital printing is an option, but I've never actually seen a printed shirt before.

As for on/off-line, just shop around and see who is willing to give you the best price within an acceptable time-frame. Clearly, IRL allows you to see and touch samples, but OL is usually cheaper.
