It seems that the 1960s and 1970s were a key period in which new immigration acts, policies and laws came into place, which allowed or even promoted mass immigration from non-Western countries into Western countries. Not only were Jews disproportionately involved in immigration reform, they were often at its forefront. Jewish influence seems to have been the the biggest in Sweden and the United States.
'David Schwarz, a Polish-born Jew and "Holocaust" survivor who immigrated to Sweden in the early 1950s, wrote the article "The immigration problem in Sweden" in Sweden's largest and most important morning newspaper - the Jewish-owner Dagend Nyheter ("Daily News"). It started a rancorous debate that mostly took place in Dagens Nyheter, but which subsequently continued even in other newspapers, on editorial pages and in books. In his 2001 thesis "Equality and freedom to choose. A study in the emergence of Swedish Immigration Policy" Lars-Erik Hansen writes (page 115):

The debate gave rise to government investigations such as Invandrarutredningen (The Immigrant Investigation) 1968 which formed the basis for the government’s bill (1975:26) on guidelines for immigrant and minority policy which was adopted by a totally unanimous Swedish Parliament in 1975.

Jacob K. Javits was born to Jewish parents in New York City. One scoring method found Javits to be the most liberal Republican to serve in either chamber of Congress between 1937 and 2002. In the Netherlands, large numbers of "temporary" guest workers came from Turkey and Morocco in the 1960s/70s to work in various industries across the country. Some of them did go back eventually, but many of them didn't, especially after they were allowed to bring over their wives and children from the countries they came from. This would eventually led to the problems that second- and third-wave Moroccans and Turkish immigrants are causing today, high rates of unemployment and crime being the most obvious ones.
Similarly, it seems likely that countries like Norway, Belgium, Germany and other countries also had to deal with similar immigration reform during this period. Who were the major players here, and which ones were Jewish?
