Welfare as a whole isn't necessarily bad. You just shouldn't allow it to be a long-term option.

For the short period the above takes place in, welfare is good. It only becomes cancer, when it has loopholes or is otherwise handed out indefinitely. Once it becomes an alternative to work, people stop working.
Here are some restrictions, more of which would be necessary for a welfare system not to become cancerous

> has a 'cooldown' of several years
> can only apply if job was lost by no fault of own
Either that or instate consistent job protection with no loopholes (ex: he spent a minute too much on the bathroom) and in exchange cut welfare completely. That way businesses are forced to calculate without even taking into account firing employees before their contracts run out, and employees have enough time to look for a new job in case their employer won't renew their jobs.
