I don't see how, the Turks/Saudis could keep supplying more TOWs and even MANPADS until the border is shut down but at this point even that wouldnt have a large effect due to Syria starting to use domestic IR Jammers on tanks and MANPADS are only really good against helicopters and low flying targets
