Some are like that, have troubled households, or social issues.
Some are like >>146359 described, testing to see what they can get away with, or in a more complex scenario, testing reactions to actions. In kindergarten, I urinated on a tree in the middle of the schoolyard to see what would happen, how others would react.
Some believe (either through their own conclusions or experiences) that only the strong and hardened survive and thrive, and so are brutes to others.
Some are genuinely sadistic assholes.
The solution to all of these, regardless of which, is to outsmart them. Insult them without them knowing they're being insulted. Find clever ways to expose them. Or you can do what I did, and berserk your way through, throw them to the ground and thrash them until you're pulled off by teachers. I learned later on that the outsmarting technique was more tactful.

No. That shit just gives you tiny, meaningless victories in your own head. It does not impress anyone around you when they know full well that you are going to have your ass handed to you later. A clever bitch is still a bitch.
Just to be clear, we are talking about real bullies, right? Real bullies use violence and/or physical intimidation to break and degrade a victim. A bully is not someone who just says mean things to you. That is just an asshole. To deal with a millennial not-quite-bully asshole, all that is required is a punch in the face. Your parents lied; violence works. You do not need to chimp out on them. A simple shift in the power dynamic facilitated by one right jab is all that is needed.
