The Force exists inside everyone to one extent or another, barring very special cases.

For the same reason you don't talk about genetics when you're learning anything else. If it's a debate about genetics, the student focuses on something he can't change, instead of what he can.

Did you know the human eye can see polarized light, under certain circumstances? One good way to see this is to look at the moon, you can often see a blueish tinge on one edge and an orangey-bromine-brown fringe on the other side.
Every human eye can do it, but it's not nearly as strong as, say, the filters on a camera.
So if the Force for you is, say, that "feeling I'm being watched" being accurate more often than other people, or great reflexes, it's easy as fuck to think it's just normal innate talent.
