He was just trying to bring peace to the galaxy. Alderaan was supplying the Rebels, it had to go.

He had Stormtroopers based everywhere to police crime - like the murder of poor Greedo and Obi Wan chopping off a man's arm in a simple bar fight. Were the Jedi doing things like that before the rise of the Empire?
