I'm pretty sure that's what they're meant for. I only get amiibos for characters I like, or that I think I'm going to like in the case of Splatoon (which I haven't been able to get yet). They're basically just entrylevel buyfag figures for casuals. The DLC, if you can call it that since most of it is just inconsequential, is just icing on the cake.

I have the opposite problem. I appreciate how Amiibos are generally used for bonus costumes and special features, but the toys themselves are happy meal-quality. The Link, Samus, and Pit ones in particular are blown out of the water by their Figma counterparts. I'm pretty distraught over Splatoon's use of them, though, since it has a heavy cosmetic focus that the other Amiibo-supported games don't, as well as an entire mode locked behind Amiibos. I don't expect the toys themselves to look much better than usual, either, which is a shame since I don't expect any Splatoon merchandise on the level of collector-quality figurines to come out any time soon.

In Kirby and The Rainbow Curse it's a couple of power ups
In Splatoon it seems they'll "challenge you" to complete a level with certain weapon (but I guess you could challenge yourself) and if you do they'll give you gear that can only be obtained that way, so just cosmetic stuff too
Codename S.T.E.A.M. is the worst they've done and I hope they don't go any further

A lot of the hard to find figures wouldn't have been nearly as hard to find if they weren't retailer exclusive, which never should have been allowed to happen in the first place, especially when they're the only way to unlock in-game content. That 3.99 disc thing should have been an option.

I absolutely had to have a King Dedede and Kirby. Both are good quality, something that can't be said about all amiibos. For the digital content alone they aren't worth it, though.
