Honestly yes, too many for their own good
They are so much there's a point you can easily make a game for every decade (except the 80's) and still have a lot of stuff, Hanna-Barbera had a big mojo for this

And it's not like many of them are clones even when they sound like it, they had distinctive personalities most of the times and even still iconic nowadays due to heavy re-runs in many countries

The Concept art for Banjo Kazoomie had a few of them. The kart model ended up just making a guest appearance in the original Sonic and Sega All-Stars.

Mario Kart is only one IP really. It's full of characters no one gives a shit about like Toad, Toadette, Daisy, Waluigi, Baby ___, etc. Honestly Nintendo cart would be more appealing. So it's not really about the number of IPs.

As a counterexample, Playstation All-Stars Battle Royale has lots of IPs, but no one cares about the characters or the games they're from.

Crash Team Racing is my favorite mascot racing game, and it was full of one-note characters or bosses that appeared a single time in the series. Modnation Racers was probably my favorite cart racer mechanically (little rubberbanding, tactical options even in first place, choice between boost and shield using an energy mechanic), but the load times made it unbearable to play, and basically ruined the possibility of such a good game to have a sequel or influence other games.

But anyway, there are a ton of companies and series with enough notable characters to make a kart racer or any other crossover game, but that doesn't necessarily make it a good idea.

Playstation All-Stars anything can't work. Playstation doesn't have a clear identity as opposed to Nintendo.
It's mainly Sony's fault with their vague and weird Playstation commercials that tried to be different so bad it hurt.

When I think of Nintendo I think of Super Mario, Donkey Kong, Metriod and remember Nintendo being part of my gaming life since the Game & Watch titles, despite me being an Amiga guy.

When I think of Playstation I think of Medieval, Tekken and Def Jam: FFNY. But not without remembering obnoxious amounts of Thrill Kill-tier games and loading times.
The Playstation came out at a time when I could actually afford to buy a game myself sometimes but overall the quality of the games felt like huge step down from the N64.

I have such negative mental images assosiated with Playstation of their super weird marketing that it takes me actual thinking to remember the good things.
Sony tried very hard to give Playstation a grimy, gritty and dark personality that it can't cunjure that comfy feeling that a fun party game needs.

Even their coloring scheme is cold with black and dark blue.

I have this kind of image too, but that makes it doable in my opinion.

PSASBR was almost on the right track, because a lot of the characters people associate with their consoles were third party. It's just that they got 3rd parties to share characters for marketing purposes rather than to honor the legacy. So you ended up with characters like Bioshock and Donte.

Off the top of my head, a line-up like this would make a long-time Playstation fan happier than PSABSR did:

Wayforward could probably pull off a little kart racing game for mobile or browsers, maybe some kind of backer reward for Half-Genie Hero, with their IPs. Take Shantae, Risky Boots, the protagonists from the various Mighty subseries on handhelds, and maybe the catgirl from the April Fool's mockup they did a few years back, and you have a perfectly serviceable roster.
