kief like that usually works better in a bowl. you could try, but I don't know how well it would work.

Empty 1/5th of the cig
scoop keif into it
push keif down into rest of cig with paper clip
twist
cut half of filter
poke holes straight into filter

this is what i do when im out of flowers but still have the sweet pollen and it gets me where i want :)

Why don't you just empty the tobacco and roll a joint with it? Seems less of a fuss and you'd get more even results.
Of course if you don't have papers and nothing to make a roach, that changes things.
