Change the paradigm that currently exists within your society. The first step to legalization is getting people to understand it's not bad for you and it won't plummet the country into hell.
Start political lobbying groups. It's important to realize that money, not the public, speaks in this world. If wealthy investors decide that marijuana can be good for them then they can change how it is voted upon. (this is how legalization was done in the US)
Realize that legalization isn't the only thing you want. Make sure that if it is to be legalized that the laws and structure provided for the industry can actually work. Just because the country may vote marijuana in doesn't mean the government is going to work with you to make it successful (thus proving them wrong about how terrible it is).

Legalization is already a reality. Within the next 10 years we are going to see a massive global shift towards, at the very least, medical marijuana. As stated before the best way to speed up the process is to stop being a stereotypical "stoner" and cut your hair, wear a suit and get people to see the professional side to the industry.
No one wants to invest in a 25 year old dread head who doesn't own a dress shirt, yeah sure people that work within Colorado's industry are all those things and more but if you look at the people who actually own/run these businesses they all look professional and more importantly they act like it.

Conservative Religious groups. This is a blanket statement as not all religious groups hate marijuana but there are plenty of groups out there that DO and they have a shitload of money to back up their opinions.
Old politicians are your next problem. It's good to either buy out someone or invest in a young politician to rise up through the ranks and spear head the legalization movement.
Police. Unless you can get the entire country to legalize it you will always have problems with law enforcement and this industry. Even if they can't actually throw you in jail they can still raid your business and shut you down pending a court hearing which could take months. Make sure to have several law firms in your pocket because you can bet your ass they will be busy protecting your ass.
