Even if the images are not obscene there is still the possiblity that in the context that they are gathered they could find you a potential threat and decide mandatory correctional session (but again, that's if they feel like prosecuting people who just have pictures) That's the thing about widespread "illegal" activities. When it's so widespread sure they could try to fill the prisons with as much people as possible, but that does not really help anything much, so they have higher focus on those that are actually having sex with a child and recording it and uploading it for the world to see without the child's consent.
I've sometimes even wondered the legality of uploading a picture of someone you don't even know personally (child or adult) to any website (like this) without their permission. It feels like a breach of their right to privacy whether the content is sexual or not.
