Reading the article, yes the person who was quoted as saying that is Russian, and does work at a University in Japan. However, after saying it, it was agreed upon by the rest of the attendees at the conference, essentially defeating a motion to include hebephilia as a mental disorder in the APA's new edition of the DSM. According to that, hebephilia is no longer considered a deviation from the norm and pedophilia, while still considered unnatural, is not viewed as something uncommon amongst men.

Of course, this sort of makes me wonder how reliable the article is…

Look at the DSM V debates yourself or the work of Bruce Rind. For the last 15-20 years Academia has been on our side. The problem is that no one listens to academics.

Academia only goes so far. You also need to get culture on your side, and that means coming out publically to family and friends.
