2.5D is a generally accepted term referring to 3d graphics in a 2d environment. Modern fighters are commonly described as 2.5D (and the term came about specifically to refer to the graphical shift in SF)

As the wiki article states, the 'proper' definition would be as you said, 2D graphics appearing as 3D. Video games has its own particular interpretation of the word that wouldn't be applied to static pixel art.
Isometric is the term to describe sim city's graphics.
