His eyes operate on Akasha's recorded information, and Hourai Immortals are existences Literally placed outside of it's records (Think an external dataabse).

At best, he could literally cut them off from being registered by the universe, but fuck knows what that actually does.

The better Question is, is Flandre's Ability basically the MEODP Except it's Destruction instead of death it works with, meaning she could kill ORT, and any existing Type.
