This reminded me of something. Why do all the personifications of the seasons have to be characters who get glossed over, one wat or another?

We have Letty for Winter, the Aki sisters for Fall, and we can count Yuyuko for Spring.

They've all ended up as just Stage 1 bosses, and I don't think Yuyuko as a Stage 1 Boss is popular.

I believe Lily White, a stage 4 midboss, is representative of Spring. I can see how Yuyuko fits in with Spring, but her power doesn't rely on the season.

I'm not aware of a Touhou character's power that relies on the season of Summer or coincides with it.

I think the closest character that could represent Summer would be Yuuka, a final boss at that.

I'll give you that stage 1 bosses almost have a monopoly on the market of seasonal youkais.

I completely forgot about Lily White, but Yuyuko attempted to have the Saigyou Ayakashi bloom, so that requires Spring.

Lily White ends up being just a Midboss twice, though, so that may mean she still gets glossed over.

ZUN said at a panel that Letty's power level was not at all represented in her boss fight. She's actually on par with Yuuka, and if she had decided to fight you seriously, "it would have caused an incident".

I didn't say anything about oower level. I just said they get ignored in favor of others - you actually helped prove my point.

It's actually plausible that PCB could have been just one stage long, and that Letty was actually causing the endless winter. It's not in Lily White's personality to withhold the blessings of Spring, it's her job and she actually derives joy from it. Though, we could have someone try to trap her in order to hog all the Spring to themselves or keep it from reaching someone else which was proved possible in one of the manga.
