I think most things are fine if they are proportioned correctly. In the case of that pic, the head, neck, shoulders, and even the arms don't look like they even match the body.
It looks like the person started drawing from the bottom up, paying special attention to the thighs and and lower body in general, then matched the tits to the body that they had drawn, and then had run out of space on whatever the fuck they were using to draw and shrinked the body from there up. Like, the lower hand looks like it's on point in terms of size, but the arms and shoulders are so dainty in comparison to the nice filled out form of the body. From that, the neck looks ok, but not too great and the head and the face is just plain wrong. Far too small and the features are too childlike for such a well-developed body. It doesn't fit and that's why it looks wrong imo.
In the cases also posted >>598 , the tits are also not correctly proportioned with the body and this creates a jarring effect.
