The origins are rooted in one of 4chan's first raids, in which white american kids flooded into BarGiko, a japanese chat thing where everyone is ascii cats.
While harassing Asians, (some report that it was Soviet Russia, using the name) Happy American, first used the term to confound nips, who are always eager to learn a new English word. Since it was just junk slapped out from a keyboard, he tried to make it sound deeper than it was. He was trolling them.
People ran with it, and the refrain "it means everything and nothing at the same time" stuck for a while. Then later people just melted it down into harbl = penis. Which was a real shame, if you ask me.
