That's not really a requirement. Even in the realistic sense of Reddit being more recognizable than Voat, Voat's significance is such that a certain amount of people already wish to commemorate a "-tan"character, not to mention that they see Voat as an alternative to Reddit. If the obscurity of a character was a problem then a character like Oculass would have been omitted from the start.

Being a reskin for Gilda would really devalue Voat-tan's burgeoning significance. Gilda's character is already defined, so to make her personality interchangeable would do both Gilda and Voat-tan a disservice.

Feel free to continue. Voat-tan making a cameo or beyond that is dependent on the surrounding ideas of her character - whether these ideas are compatible with our set storyline and not to mention how her character's inclusion is managed.
In other words, if Voat-tan turns out to be interesting then there's more reason to include her beyond a simple cameo.
