If you have something really cool that you want to enter, just go for it. The restrictions section is just legal stuff required for running a contest in the USA. If you don't publish the walls of text and run a contest in the USA, its a misdemeanor crime with some nasty financial penalties. At the same time, its basically to cover my ass in case anyone wants to sue me over how I ran the contest.
As for your privacy, no, you don't need to give your personal information. I'll have your email address but won't publish it and will discard it at the end of the contest if you don't want to be on a mailing list. If you want to get status emails, I will send individual emails, not send out a big chain email with your contact info. The privacy policy at the bottom of the contest page is basically to say that I take your privacy very seriously, because I would also like to remain anonymous.
