Because it feels like it's supposed to be the former, given the choice of music and how Mika went in after being told to leave Orga alone. Like that was just his own way of snapping Orga out of the funk he was in.

He's been basically raised from a young child to be a murderer, expecting him to have any other response would be odd. That, and I believe he is probably a fairly high functioning sociopath. I want to think he isn't a sociopath, but I feel like he's not supposed to be or isn't and is just supposed to give off that impression. He's cold and really brutally honest, but that also means he's not a liar and there are times when he's shown empathy (usually towards Atra). There's other examples too, as brutal as he can be, a lot of his outbursts were brought on by something, perceived or otherwise, happening to someone he cares about.
Correct me if I'm wrong, but I thought a sociopath wouldn't have empathy at all to begin with? Otherwise I don't get why he'd not only snap when he thought something had happened to Biscuits sisters, but work on their family's farm in the first place. Speaking of that, that time with his hands shaking and his actual desire to be a farmer has me thinking he pretends to not mind killing as much as he really does. The only one who would have enjoyed it would be Mika, and he says as much in the next episode preview and in ep13. The others just want some catharsis at most. But they're still doing the same shit they did before anyone got killed. They would have done everything nearly the exact same way if everyone magically survived. That's what's getting me. They're playing with the hand they were dealt with and for some reason they're getting shit for it because they want meaning in all the others that died up to this point. That's a predictable reaction, and sometimes revenge doesn't have to factor in it. You would want to complete a mission or cause and see it to the end if several of your friends were dying for it.
I'm going to give Lafter a break since even though she's the crazy aggressive Turbine pilot, she probably hasn't seen the mobile suit equivalent of a curbstomp and the pilots remains splattering all over the outside of the suit's armor in space. He's implied that the Gjallerhorn that currently exists is corrupt and wayward (which it is) and that there's going to be a point at which it is going to be restored (when he was talking about Ein and companies purity and sincerity and how they could help to revuild Gjallarhorn)
So superficially it would seem he's using Tekkedan and the revolutionary spirit on mars and the space colonies to tear down Gjallarhorn is at is so it can be rebuilt in Macky's image.
What's confusing me is why he would turn Ein into a super-weapon just to stand in Tekkedans way or throw his closest childhood friends into the way of danger to be sacrificed at the altar of Tekkedan.
If his goal is to let Tekkedan succeed in their current endeavors, evidenced by him showing up on the battlefield to let Mikazuki go to the rescue why did he put Ein in the suit and if he wants to stop Tekkedan wy would he help them out in person on the battlefield?
