I like the drama, that's one of the big selling point of Gintama to me.
It's a funny show, possibly the most widely diffused offensive anime there is, then a bit out of nowhere you have a serious arc with good combat, good feels, etc...
It's the mix of the two that keeps it fresh.
The problem is they advanced the setting quite a bit in one go in the manga, with the shinigami arc (regular serious arc) + civil war arc (VERY long arc) because of the way it's written. It gives you an explanation on how Gintoki survived the purges, but it instantly sparks bigger events.
Add the fact that you don't really care about the other cops (though the story of the two is nice) and a lot of side drama and you have the recent slump.
And know that they've shortened the fuck out of the shinigami arc, put fillers in, and are shrinking the civil war too. The whole thing is over 100 chapters (2 years worth of manga).
