It depends on how you want your numbers to scale. Do you want damage to rise in a linear fashion, where at level 10, someone is hitting 100 damage (for example) and at 20 they hit 200? Would you want numbers to rise in an exponential scale (100 at level 10, 1000 at level 20)?

It all depends on what you want your numbers to do. After that, use a bit of math and plot a graph.You'll see what your numbers look like in advance then.
