I think it's more that people want to do something, but when they actually need to do it they realize it's not as easy as they thought. (or they realize a jam doesn't magically fix their motivation issues like they thought)
Something similar happened to me. I didn't realize how vain it feels to make these small games as an engine dev, I feel like I'm forced to re-write a ton of stuff that I already know like the back of my hands, so I don't gain anything from it. Instead I get inspired to build and experiment with new systems, but the deadline of the jam doesn't allow for it, so I have a choice of either doing a boring copypaste job of something that will be meaningless in the end, or doing something unrelated to the jam.
I kinda feel like the whole Jam thing was originally intended for experienced people who want to challenge themselves and/or take a break from their larger project to do something small. But for people who have barely put their feet into the water, it doesn't work out that well.
That's just my thoughts anyway.
