The visuals are anime-inspired but in terms of format and narrative structure it's far more similar to cartoons. Anime is more than just a visual style.
With that said I don't see any reason why something has to be made in Japan for Japanese people with an exclusively Japanese voicetrack for it to be anime. Jazz originated in the United States and was formed only with it's unique cultural background, but when people started playing it in Europe and Asia it was still Jazz. There are sometimes fans of both but usually one likes one or the other, and that's because they are very different from each other. If there's a western-animated series that is far more alike anime than western cartoons, doesn't it make it easier on everyone to just say "anime"?
