My method of choice is
ffmpeg.exe -i input.webm -c:a copy -c:v libvpx-vp9 -b:v [bitrate goes here] output.webm
Mess around with the bitrate until you get the size right.

thanks, I've been missing this from all my conversions, I've always just been using libvpx. vp9 really reduces the file size. It takes a lot longer though
Also, I don't know if it's just my imagination but I was always using the -crf option which always seemed to make a noticeable difference to me. But now with vp9 it seems like that option isn't needed as much. I was only able to notice a slight difference when doing a black and white video (bad apple) so edges could really stand out and there was a little bit more blur during fast motions without -crf.
It's kind of hard to find detailed information on this stuff.

Make sure you have the latest version of libvpx - 1.4.0 really speeded things up.
