Not OP. Read that section, leaves a lot to be desired. According to it, it would be impossible for power hungry people from using brute force to obtain power because everyone just happened to agree beforehand to not let them.

OP never mentioned brute force. His concern was the possibility of someone getting other people in their side in exchange for shelter (something everyone would have in anarchism) so they could form a state.

To answer your third question, they have to be broken up. Regionalism is incredibly important if an anarchist society is going to work. One group of people does not have the right to govern other groups of people. Just as one person does not have the right to govern another.
