How important is the number of frames compared to arranging the frames properly?

The number of frames isn't really that important compared to arranging the frames.
Keeping the FPS at {12-30} is usually the standard, although FPS {>17} looks a bit less choppy if you're animating in all 1's.
Arranging the frames properly is usually the most important step in animating as it's the backbone for having precise timing and spacing.

Depends. fps is more of a thing that is determined by video standards and what your doing.
If your doing a quick and dirty animation or testing.
12fps/15fps (Easy to up scale to other standards).
If your making a nice smooth animation at Production quality for US standards.
SD 24(NTSC 23.97fps)
HD 24(HDV 23.976fps)
HD 30(HDV 30FPS)
If your working with European/UK standards.
SD 25(PAL 25fps)
HD 25(HDV 25fps)
HD 30(HDV 30fps)
just pissing about/experimentation.
Anything, but I recommend factors/multiples of 24,25 or 30
Keep in mind that you may want it to translate well into a video standard later on and remember: More frames, more work.

ALWAYS PICK YOUR FPS FROM A STANDARD AND STICK WITH IT! Nothing is worse then using a quirky/wrong fps, and spending time to resink the audio.

Spacing/arranging them is basically where all the physics knowledge and talent comes into play. So not all drawfags can become animators without trial and error.
