I don't know about getting Chrome to adopt APNG directly, but there's something you can do right now to put more pressure onto Google from its competitors.

Please vote here to request that Microsoft put APNG support into Edge:

With WebKit and Safari's recent adoption combined with Microsoft's adoption I think it would be a sure thing for Google to finally get it in Chrome.
