I'd say that's Modern mainly because of the composition of space and the rejection of expressed structure. The Brutalist movement arose from Moderism when the modernists started searching for a more pure expression of structure as a form-making logic. So it's easy to confuse the two. It's not always true that a massive concrete building is Brutalist. Even though this is a contemporary building the Modern aesthetic still persists.

Because another decade did it. There's a word for that now. It's called "dated". What this word means is that if another decade does something, we're never allowed to do it again.

Sounds stupid right?

It gets worse. Most of today's public is brainwashed so when they encounter something "dated" their instant reaction is to destroy it and replace with something "fresh" and "modern" (meaningless buzzwords) even if the replacement is inferior. "Who cares if that library is earthquake-proof, beautifully decorated and brilliantly laid out? Gut it/tear it down, it's so '80s!"

Looks like mid-30s maybe? Glazed exterior block.. maybe it's an older building with a modern facelift done in the 30s.

Castle style architecture was pretty popular in the 20s..
