overall, the drawing is okay. There's a lot of subtleties in your reference which make it difficult. The background is over-exposed as well; I would not paint the flaws of photography, paint how you feel/think it should be.

Next, I recommend that you use the dodge tool less, because it is pushing your values too much in the light. You can use this link to assign a hotkey for checking your values. http://www.artofscholes.com/checkingvalues/

Another problem you have is too many hard-edges. Notice the border between the hair and her face; its edge varies quite a bit. Paint the edges you see!

Your color is off because you are missing the color temperatures. The face is rather cool, not warm. You've also painted the hair on the left too saturated, that's why it looks to warm. The same hue, with the same value, but with less saturation will make it read more cooler and accurately.

I did a rather shoddy paintover to demonstrate some things I talked about.

Sorry for potato quality photo.

I tried to copy the Braid Girl in pencil, but the lit hairs messed me up. Tried to leave them blank, but they were too big and looked like spaghetti hair. So I tried scratching them out with a razor and now my drawing is all scratched up and ugly. How do you do it right in pencil?

Don't copy, study! I think a big problem with the hair is with the lightness. Its real darkness is about the same as the stripes on the shirt. Once the value is right in the hair, the back-lighting will become more apparent. I've made some diagrams to show you the darkness/value pattern in both the reference and your drawing.

A technique to see their relative brightnesses is to squint at your drawing. You should be able to see much easier how different the brightness/darkness(darkness) is.

Smudge the hair strands(with a finger or tortillion) to give them a softer edge. Vary how soft and hair the strands are. Look at the reference to guide how you do this. You can also group the hair together more or simplify it.

Are you studying with a goal in mind? If you choose one goal, say anatomy or lighting or depth, and really consider and work from the photo in that context, you'll have an easier time judging your successes and failures and understanding what you either need to go learn more about (like googling proportion charts or watching anatomy videos that point out relationships you might not have noticed) or simply what you plan to do better next time.
