I see a lot of tutorials and resources for drawing in general, but specifically I want to know how to color well using colored pencils. It's for a first-time art commission/prize.

I don't want to just fill in shapes with a solid color. I want to know how to draw smooth surfaces, lighter and darker areas, color on top of color, etc. I want to know when I should use color pencils, fluorescent pencils, metallic, watercolor and pastel pencils, and when or if I should use chalk or crayon blocks.

I'm not a color pencil pro but a good tip that I've liked doing is go light while going in small circles.(pretty sure it's from some Betty Edwards video a long time ago)

This way you can make soft transitions between colors and you can also see a bit of how your picture is going to turn out before you go dark. Obvious downside is it takes a while.
