I am a newfag to making art and I am often frustrated because I am too poor to buy a graphics pad and I torrented PS but the mouse is just a piece of shit for it. Any recommendations for programs or hardware that is cheap?

Paint.net, but you already have PS so there is no point in getting Paint.net (unless PS is a bit too complicated for you), I've heard good things about Krita. Manga studio is great if you (logically) use it to make mangas.

Pen and paper is very good and cheap.

Monoprice have some good (and very cheap) tablets.
