Peter claims that Dt 18:18-19 refers to Jesus, saying that those who refuse to follow him (all non-Christians) must be killed. Acts 3:23

Yep, I think a statement count would've been better.

The texts could vary between wordiness skewing result. Though there could be an argument made that if it is more wordy the follower spends more time reading the verse so it's not a bad measure to take the number of words instead of number of full statements.
