Cyberthreats are against the law technically, which is fucking retarded because 1st amendment and many of them know that so they don't bother with inane bullshit butthurt drama. Known terrorist groups are a different story. Team America literally thinks of itself as the world police. They probably do this to try to justify our huge military spending. They'll keep an eye on foreign threats and at the very least report on it (probably goes up if it's a pentas spector country as well.)
