Clearly, Nolan is hinting towards CIA having dementia or alzheimers. He cannot remember for sure who he is, but he has an idea. He thinks that he is Sea Eye, so he runs the idea past Dr. Pavel, because he trusts him, hence the "eh?" part.

Now, that's the sea between Greece and Turkey. The question is, can they fly there on one go, or they have to stop somewhere to refuel?

Now, according to Google Maps, the distance between the western border of Uzbekistan, and any random point of the Aegean Sea is more than 2000 km.

On the other hand, they can barely reach the Caspian Sea if they have a full fuel tank, because the distance between the farthest point of the two is barely 2000 km. So it would be a risky journey, but not impossible.

If they start their journey from the western par tof the country, then they can reach the Black Sea, which is connected to the Aegean Sea, so they can use a boat from that point on.

Maybe they have Metal Gear-style bases in those seas?
