Ewan Yafrenzaded/Amob Bank and CIA were both small guys who thought they were in charge, which proves to be their downfall. A recurring theme in Nolan's movies.
Another theme present in both short movies is when our hero is unmasked and a second mask is revealed underneath (makeup in Joker's case). This represents how our real personalities are hidden deeper than just a mask and is a tribute to Christian Bale's character in American Psycho (Bale returns as Bateman in the Nolanverse post-credit scenes, acting as sequels to American Psycho).
There really is more to Bravo Nolan's movies than meets the eye, and multiple re-watchings are required in order to understand his works.

The men have trouble recognizing who is who, due to the masks. He's not asking if there is a problem, he's asking about his curiously named colleague A. Problem; the other masked man responds: No, I'm Dunnhier.
I think Nolan might have been trying to signify two things:
-Philosophically speaking, humans are themselves only with their internal monologue - to every other human we have a facade that is aimed to present us in the best way. So it's a commentary on human solitude, even if amongst their friends.
-It's foreshadowing - because one of the men is showing interest in the identity of the man who put on a mask. Can you point out any other character that nobody cared about who they were until they put on the mask?

It's a very interesting scene that I think sets up contrasts between the heroes and villains of each.
The bank scene opens with a number of masked men attacking the bank, but as we find out the only one truly wearing a mask is the Joker, who removes a disguising mask to reveal his distinct look, the facepaint, just as Bane has his bag removed to show his distinct mask. But Bane is a careful planner who has a deep rapport with his men, carrying out the Master Plan and respectfully asking a brother to sacrifice himself, who gleefully accepts. Joker, meanwhile, works according to chaos, and intentionally encouraged his men to kill one another off, with himself willing to finish the job. The Joker would go on to repeatedly raise the fire in the after credits scene, but he does so on the fly, without the Master Plan. He and Bane serve the same goal in different ways.
