He's both. This may confuse you until you realize that Huwayar isn't human at all. Almost no one in the scene is, with the exception of Dr. Pavel and Huwayar's men.
Our first clue comes from when Huwayar introduces itself as CIA. One man can't be the entirety of the Central Intelligence Agency- but Huwayar isn't a man, it's a symbiotic alien lifeform that has taken over the entirety of the CIA.
His alien nature is made even more clear by his confusion with human customs: like standing with his hands in his belt loop, his strange joke about Dr. Pavel's friends, and shooting men before throwing them out of planes. It's this last one that causes Huaryu to break his silence and make fun of Huwayar's inability to act human. Huwayar responds by mocking Huaryu, who apparantly had difficulty talking to his hosts in the past. What relation they have to each other is left unsaid, but it seems to be a lifelong rivalry with the way they insult one another. Huaryu briefly mentions a third alien, known as Awrplan, but we won't see it until the very end of Huaryu's master plan.
Their next exchange is similarly revealing. We learn that Huaryu is a lifeform known as a masque, bonded to a human named Bane. Its symbiotic tendencies are quite different from Huwayar's. Huwayar is capable of controlling large groups, such as the CIA, but masques can control only a single host and will die extremely painfully if pulled off. The trade off comes in individual strength and coordination. Huaryu is far more capable with his human body than Huwayar, who seems slow and clumsy in comparison during their brief fight.
The big reveal comes after Huaryu and its allies raid Huwayar's aircraft. The wings and parts of the fuselage rip off to reveal a cigar-shaped craft. The 'aircraft' was actually a disguised UFO the entire time, which explains the strange aeronautical capabilities of the two craft that would be impossible for human aircraft to perform.
Shortly thereafter, we finally see why Huaryu has come after Dr. Pavel in the first place. We see Awrplan crawl from its deceased host through a thin plastic tube to merge with Dr. Pavel. Awrplan quickly takes over Pavel's faculties, who can only scream and shout in inhuman rage as the process occurs. They're then liften up into Huaryu's UFO.
