This. The Masketta Man is truly the most interesting character in the scene, and also in the post-credits sequence. Even what little dialogue he has is truly deep. For example, his most famous line of dialogue has at least 3 possible meanings/interpretations

He is the mercenary, and Bane and the hired guns work for him. This would make him the true mastermind. This is my personal interpretation.

He is quoting himself, but who is the mercenary? Is it him or Bane?

If this is correct, Bane must be the mercenary then. But then again, it's possible that Masketta is still talking about himself. For example, he might be referring to a metaphorical "mask of deception" that he used on CIA to get him to take Bane. And it might be a double entendre where "the masked man" = "The Masketta Man". He might be implying that The Masketta Man IS the masked man. This interpretation of his famous quote is obviously very deep. There are countless other interpretations as well.
