Remember the laws of thermodynamics, each action has an equal and opposite reaction. As we fall, the fire rises. As we rise, the fire falls.

Remember, Bane's plan in the plane scene didn't involve anyone being raised. The end result was the Wreckage Brother crashing, along with CIA, Brother and the rest. Bane and Pavel remain at the same height, they only appear to rise because the plane falls around them.
