Objection your Masterpiece! But Bane clearly knew the hostages were under no threat of harm, hence him asking, "Why would you shoot a man before throwing him out of a plane".

In fact if we look back at these events what seems to be happening is Bane is in control here throughout.

First his right hand man Basaad "The Mosquitto" man is a known associate of him

Secondly Bane had a back up plane already, how would he be able to call it in if he was being interrogated or a prisoner. He must have called it before as part of his master plan.

And lastly he kidnapped the doctor in this insane ploy of his to hold a city to ransom with his ninjas.

That's right, according to the court record there have been several occasions in which the Gotham City Police Department fought ninjas.
