I don't personally use Windows 8, so I don't really know how the account setup works, but if you create local accounts, and they're not all on Microsoft servers, you could probably pull it off by replacing sethc.exe with cmd.exe

I did it like a year ago, and it worked for me.

I've used Hiren's Boot DVD 15.2 Restored Edition on a machine with vista and it worked great. Not sure if it'd work on windows 8 though.
