If they draw a piece of fanart, that work is their copyrighted work. Whether they claim parody, fair use or whatever, it doesnt matter, that piece of art is theres and a DMCA applies.
Now, if you then want to report them to the owner of the intellectual property and try and get them to send a cease and desist, or anything like that, well thats fine, but you dont get to say they dont have copy right because its fanart thats not how that works.
Parody is a legitimate copyright defense that usually has to decided by the courts. A lot of these fan art packs probably wouldnt stand up in court if it came to that, but that doesnt get to be your decision.
If someone made an image pack called Plump La Plump, or Fatventure time and then just subtley changed the characters names just a bit, that almost certainly would.
Its your board, you can do whtever you want, Im probably not gonna change what you think about anything, but you should at least be a little bit more aware of how all of this works before you you proclaim you are just gonna ignore it.

None of them are particularly perfect systems. We don't live in anything approaching a perfect world.
The problem is that, if you as a moderator have decided specifically that you aren't gonna respect the artists wishes, then you are helping create an environment where more and more the artists come to hate their fans.
This makes them want to move away from doing this kind of stuff all together.
Now you might be of the opinion that if they are gonna only provide content for money, and they aren't gonna finish their commissions in a timely manner, than they should go ahead and get the fuck out.
Thats not an opinion without any validity to it.
However, pissing them off and disrespecting them anonymously doesn't really give them any reason to get better.
The artists who dont do any free content, dont interact with their fans, eventually they are gonna fade away on their own, because its not smart marketing to do things that way.
At the very least, if you are gonna say "im not gonna respect the DMCA notices of fanart images" then why not make it an entire board rule that you cant post paid content of non fanart stuff, and then enforce it.
Then you have a clear line in the sand, and the artist dont have to fuck around with dmca notices for their non fanart packs, and you can let people pirate the fanart packs to thier hearts content.

If the actual artist or his or her friend files the notice, fine, but these are complete strangers who are probably some white knights that for whatever reason didn't send reports for anything else. I like TheAmericanDream, so I wanted to hear it from him personally.
Shonen Plump is now DNP. Please respect this decision.
