My basic advice is develop your own profile/page first. Decorate it with your likes and interests and reblog cute/cool/funny shit on it. No girl, let alone anyone, is going to reply to a blank account (there are hundreds of those that follow me just because I post a few fat chicks now and then, boy weren't they disappointed when they found out I had other interests).
Once that looks presentable, just send the girl(s) you find interesting an ask or message. Introduce yourself, like/reblog a few things on their page, and tell them what mutual interests and beliefs you share. Just remember the old saying to never say anything creepy, diminutive, or would make you panic if you were forced to read it out loud in front of your family.
