it was indeed, but even earlier; in the 70' due to the fear af america tha south america became comunist they helped to spead military dictatorships all over the continent. And basically america offered to these "puppets" huge loans knowing that they would accept it because they were there thanks to USA

90' was also kinda the same, all of latin america went full neoliberalism at the same time, knowing that the national industry could not compete against foreing importations, thus closing factories & shit, and also the president back then sold most of the state industries
