1. Extract as many data feeds as possible. Wikipedia updates, tumblr posts, etc. This static training data can be used in combination with known meme databases(e.g. know your meme or whatever other reddit garbage). Reddit would be a good source as well.
2. Apply machine learning to word groups, filtering by semantic closeness(for instance, "shoop the whoop" -> "shop the whop" should be considered closer to one another than "itty bitty baby" and "milhouse is not a meme" as phrases in the generated classifier. Identical phrases have distance 0, when two people see the same message, only differences in their own pre-existing meme culture can affect their response.
3. Apply this to live data i.e. updates from tumblr, facebook, etc. See the paper above for tracking these word groups around. Combine their methods with large machine learning installations to improve semantic comprehension, so that more subtle memes can be discovered(for instance, the filtering metameme of newageism, which accepts only ideas that make them feel good, or which are ascetically pleasing would be discoverable and indexable with a broad machine learning filter.)
4. Using machine learning informed models, apply your memetic engineering skills to craft memes to deliver your message.
When the NSA is pulling in huge data sets, and all the big companies are pulling in huge data sets, you should be pulling in huge data sets. Learn to program, learn to manipulate data like the pros if you want to have any part in this war.

The computer is your tool, learn to take full advantage of it and control it with unlimited precision. Install and harden your system from attack, and use crypto to communicate anything of value. Use open software as much as possible, knowing that the jew can take your computer from you at any time if you are not on the watch for invaders.
There is a lot of value in reading, and there is a lot of material on the subject. Memetics is still a small science with limited predictive power, but we do have a lot of data to work with, leverage the data as much as you can. More data is always better.
You'll notice that all of these steps are exactly what the government is doing. Do what the NSA and China are doing if you want to keep up. This is a unique time in history, where it's possible for anyone who can get a few servers to create and broadcast strongly engineered messages with more influence than the talmudvision, but you need to put in effort to do it.
