A rigid structure doesn't really work well for anons.
I recommend having basic tasks and split them up into general threads and then allow people the freedom to further define them as they go.
For starting out, it would be a good idea to encourage making OC (the gg board I think still has a good example of thread for this)
This keeps stuff fresh and fun
Then you could also have a thread for counter shilling operations, /pol/ did a few of these with the #yessallwomen tag, #killallmen, #endfathersday and the gawker shekel shaoh.
Anyone involved in those would be a great asset for twitter and other forum attacks.
A philosophy general to explore memetics would be good too, and also sharing media that explores these concepts, you could setup a pastbin and googledoc with links

A recent developments thread, for stuff in the media, or new memes would be a good idea.
We need to keep our fingers close to the pulse, of what memes are rising and falling out of use.
The news would also be a good thing to keep an eye on, but /pol/ and /32/ might be better boards for that.
Anyway anons work best as lose goal based cells, any more rigid hierarchy will cause shit like tripfag drama and make you more vulnerable to infiltration.
