Biotechnology as in "let's create the perfect virus that'll wipe out humanity huehuehue", well, yes. Limited to normal shit like GMOs and glowing pigs, nah.

it's inevitable, and the effects would be a little complex.

first off, there's genetic changes that fuck the recipients up. that's short and only effects those receiving it so who gives a fuck.

beneficial ones, however, result in the standard becoming 150IQ mother fucker who can lift 10x their body weight. then it becomes a game of "modify or be 2nd class citizen."
